ByLaws & Membership Regulations

1. Name and Identity

The organization shall operate under the name International Journal of Computer Technology and Electronics Communication (IJCTEC), hereinafter referred to as “IJCTEC” or “the Journal.”

IJCTEC is an international scholarly publication platform dedicated to the dissemination of research and professional knowledge in computer technology, electronics, communication, information technology, engineering, and related interdisciplinary areas.

These Bylaws and Membership Regulations establish the framework governing IJCTEC's membership and fellowship activities, including eligibility, application, evaluation, selection, appointment, tenure, responsibilities, and related administrative procedures.

2. Objectives

The objectives of IJCTEC are to:

  1. Promote research and scholarly communication in computer technology, electronics, communication, engineering, and related disciplines.
  2. Provide a platform for researchers, academicians, professionals, reviewers, and other qualified contributors to exchange scholarly knowledge.
  3. Encourage high-quality research, innovation, and professional engagement.
  4. Recognize qualified researchers and professionals who have demonstrated meaningful scholarly, technical, editorial, or professional accomplishments.
  5. Support ethical and responsible practices in scholarly publishing and professional activities.
  6. Establish transparent procedures for membership, fellowship, editorial participation, and other professional roles offered by IJCTEC.

3. Membership Categories

IJCTEC may offer membership or professional participation categories according to its organizational requirements and approved programs.

The categories may include, where applicable:

  • Reviewer Member
  • Editorial Board Member
  • Editorial Fellow

Each category shall have its own eligibility requirements, responsibilities, privileges, and applicable selection procedures.

Where a category is established specifically to recognize professional or scholarly achievement, admission shall be based on the applicable achievement and qualification criteria rather than solely on application or payment of any applicable administrative fee.

4. Eligibility Requirements

Applicants shall satisfy the eligibility requirements applicable to the membership category for which they seek admission.

Depending upon the category, relevant qualifications and achievements may include:

  1. Academic qualifications relevant to the field;
  2. Research and scholarly publications;
  3. Significant research or technical contributions;
  4. Professional experience and accomplishments;
  5. Patents, innovations, or technological contributions;
  6. Awards, honours, or professional recognitions;
  7. Scholarly citations or demonstrated research impact, where applicable;
  8. Peer-review, editorial, or academic contributions;
  9. Professional recommendations or references, where required; and
  10. Other documented qualifications relevant to the particular membership category.

For selective membership or fellowship categories, applicants shall provide documentary evidence sufficient for the designated evaluation authority to assess their eligibility.

Eligibility shall be determined according to the criteria applicable to the relevant category and shall be applied consistently to applicants.

5. Application Procedure

Applicants shall submit the application materials specified by IJCTEC for the relevant membership or fellowship category.

An application may include:

  • Completed application form;
  • Curriculum vitae or professional profile;
  • Academic and professional credentials;
  • List of publications;
  • Evidence of research or technical contributions;
  • Evidence of awards or recognitions;
  • Evidence of patents or innovations, where applicable;
  • Citation or impact information, where relevant;
  • Professional references or recommendations, where required; and
  • Other supporting documentation requested by IJCTEC.

All submitted information shall be accurate and verifiable.

IJCTEC may request additional information or supporting documentation when reasonably necessary to evaluate an application.

Submission of an application shall not by itself constitute admission or appointment.

6. Selection and Evaluation

Applications for membership or fellowship categories requiring substantive evaluation shall be reviewed against the eligibility criteria applicable to the relevant category.

The evaluation may consider:

  • Quality and significance of scholarly work;
  • Research or technical contributions;
  • Professional accomplishments;
  • Publications and scholarly impact;
  • Awards and recognitions;
  • Editorial or peer-review contributions;
  • Evidence of innovation;
  • Professional standing; and
  • Other documented achievements relevant to the category.

The evaluation shall be based on the evidence submitted by the applicant and any additional information legitimately obtained for verification.

Where a category is intended to recognize distinguished achievement, the evaluation shall focus on the applicant's demonstrated accomplishments rather than merely on academic degree, employment, years of experience, payment of fees, or general participation in the Journal.

The final decision shall be made by the designated IJCTEC authority in accordance with the applicable selection procedure.

7. Membership Committee

IJCTEC may establish a Membership Committee, Fellowship Selection Committee, or another designated evaluation body to review applications.

The committee shall consist of individuals with appropriate academic, research, technical, editorial, or professional expertise relevant to the membership category being evaluated.

The responsibilities of the committee may include:

  1. Reviewing submitted applications;
  2. Assessing supporting documentation;
  3. Determining whether applicants satisfy the applicable eligibility criteria;
  4. Requesting clarification or additional documentation where necessary;
  5. Making recommendations regarding admission or appointment; and
  6. Maintaining appropriate records of evaluation and decisions.

Committee members shall exercise their responsibilities impartially and shall disclose any actual or potential conflict of interest.

Where a conflict of interest exists, the concerned committee member may be excluded from the relevant evaluation.

8. Tenure and Renewal

Membership or fellowship shall remain valid for the period specified for the relevant category.

The applicable membership or fellowship documentation shall identify, where appropriate:

  • Reviewer / Editorial Board Membership/fellowship category;
  • Date of admission or appointment;
  • Commencement date;
  • Expiration or completion date;
  • Applicable renewal requirements.

Renewal shall be subject to the requirements applicable to the relevant category.

Where continued eligibility is required, the member or fellow shall satisfy the applicable professional, ethical, and administrative requirements.

IJCTEC may review continued membership or fellowship where there is a substantiated concern regarding eligibility, professional conduct, or compliance with organizational requirements.

9. Rights and Responsibilities

Members and fellows shall have the rights and privileges applicable to their respective membership category.

Depending upon the category, these may include participation in designated scholarly, editorial, reviewing, professional, or academic activities of IJCTEC.

Members and fellows shall:

  1. Maintain professional and ethical conduct;
  2. Comply with applicable IJCTEC policies and regulations;
  3. Maintain academic and research integrity;
  4. Protect confidential information obtained through editorial or peer-review activities;
  5. Disclose conflicts of interest where applicable;
  6. Perform assigned responsibilities in a professional manner; and
  7. Represent their IJCTEC membership or fellowship status accurately.

Membership or fellowship shall not authorize an individual to represent IJCTEC publicly or make official statements on behalf of the Journal unless expressly authorized.

10. Suspension and Termination

IJCTEC may suspend or terminate membership or fellowship where there is substantiated evidence of serious violation of applicable requirements.

Grounds may include:

  1. Material misrepresentation in an application;
  2. Submission or use of falsified documentation;
  3. Serious academic or professional misconduct;
  4. Breach of confidentiality;
  5. Misuse or unauthorized representation of IJCTEC;
  6. Failure to comply with applicable membership responsibilities;
  7. Conduct materially inconsistent with the standards applicable to the membership category; or
  8. Other grounds established under applicable IJCTEC policies.

Where practicable, the member shall be informed of the proposed action and provided an opportunity to respond before a final decision is made.

Termination or suspension decisions shall be documented in accordance with applicable organizational procedures.

11. Appeals

An applicant whose application has been declined, or a member whose membership has been suspended or terminated, may request reconsideration where an appeals process is available for the relevant category.

An appeal shall:

  1. Be submitted within the applicable period;
  2. Identify the grounds for reconsideration;
  3. Provide relevant supporting information where appropriate; and
  4. Be reviewed by the designated authority or committee.

Where practicable, an appeal should be reviewed by an individual or committee that was not responsible for the original decision.

The decision following the appeal shall be documented and communicated to the concerned applicant or member.

12. Governance

The administration of IJCTEC's membership and fellowship programs shall be carried out under the authority of the organization's designated governing structure.

The Editor-in-Chief, Editorial Board, Reviewer, Fellowship Selection Committee, or other designated authorities shall exercise only those responsibilities formally assigned to them.

The governing authority may:

  1. Establish or modify membership categories;
  2. Approve eligibility and selection requirements;
  3. Appoint or designate evaluation committees;
  4. Approve membership and fellowship appointments;
  5. Establish applicable policies and procedures;
  6. Review organizational compliance; and
  7. Approve amendments to these Bylaws and Membership Regulations.

All authorities shall operate within the scope of their assigned responsibilities.

13. Amendments

These Bylaws and Membership Regulations may be amended by the designated governing authority of IJCTEC.

Any amendment shall:

  1. Be formally approved by the appropriate authority;
  2. Identify the date of approval;
  3. Specify the effective date;
  4. Be incorporated into the official version of the document; and
  5. Be recorded in the version history.

Amendments shall apply prospectively from their effective date unless otherwise lawfully and appropriately specified.

No amendment shall be represented as having been in effect before its actual adoption.

14. Effective Date and Version Control

These Bylaws and Membership Regulations shall become effective upon formal approval by the designated governing authority of IJCTEC.
